Project Spotlight: Closed Vent System & Safeguarding Studies

South Midland Basin | 7,500 BBL/d Oil Battery

CUE EPCM Partners recently completed a Closed Vent System (CVS) Study and a Safeguarding Study for a 7,500 BBL/d oil battery in the South Midland Basin. These studies were designed to identify potential emission sources and process safety risks, while ensuring compliance with current and emerging regulations like NSPS OOOOa and OOOOb.

To streamline initial data gathering, we created a custom data collection form tailored to the facility’s layout and operations. This allowed us to efficiently assess the tank battery’s venting and safeguarding systems with precision and consistency.

Our team made multiple key recommendations to enhance environmental compliance and operational safety, including:

  • Replacing and adding tank venting capacity to meet flow demands.

  • Installing a pressure transmitter on the tank vapor header.

  • Adding flare pilot status and temperature transmitters for improved monitoring.

  • Ensuring VRUs are equipped with recordable suction/discharge pressures, temperatures, run status, and malfunction alerts.

  • Replacing the gas blanketing valve to prevent vacuum collapse scenarios.

The Safeguarding Study reviewed overpressure protection systems, instrumented safety logic, and shutdown functionality to ensure the facility remains protected in both routine and upset conditions.
